My grandmother never had need of a passport

My grandmother never had need of a passport until now. She is now a widow. All of her five children have immigrated and settled in the United States. They now have families of their own there. When grandpa died all her children and their children's children went back to comfort her. She is now all alone and we want her to come and live us. We held a family council. My uncle, her youngest son, would petition for her. I volunteered to stay behind to help her process her Passport Document Requirements. A birth certificate is one of the documents needed. My grandmother was born before the second world war. We went to the local civil registrar to get a copy of hers. We were told that the town hall burned down during the war and birth records were lost. We were advised to apply for the reconstruction of her birth certificate but it seems none of the workers seemed to know exactly how we should proceed. We were referred from one person to another without making any headway. We also had to repeat and explain our situation each time. It was so frustrating and time consuming. Finally we were referred to the registrar himself. He advised us to try to get a copy of the birth certificate at the provincial level.
